WHAT ARE OUR POLICIES?HOW DO WE WORK?

Tafniedadopts the activation of accountability journalism, so we focus on verifying statements and declarations issued by the three authorities (executive, judicial, regulative/legislative).

“TAFNIED” adopts the work principles system of the International Fact-Checking Network (IFCN) and the Arab Fact-Checkers Network (AFCN).

Which leads us to transparently announce our policies and mechanisms of action so that the public can evaluate our work.

Tafnied stands by the observer’s position on the authorities of all kinds and their affiliated agencies, and refutes their speech and statements in the context of activating the accountability journalism.

Tafnied adopts a balanced attitude towards the official authorities of all the countries that fall within the scope of our work.

POLICY SUMMARY

Tafnied aims to be the most credible to the reader among its counterparts from the platforms that work in the field of information and news verification.

Tafnied believes that credibility means public confidence in what is published on its pages and that it can be relied upon as a reliable source of news and information on various issues.

Tafnied elects its sources in accordance with a specific policy that ensures that it achieves credibility with the reader: the high credibility of the source produces an immediate change for the recipient faster than those with low credibility.

Politically independent and unbiased sources. Political backgrounds usually reduce the credibility of sources, so the foundation prioritizes politically independent experts and sources.

Accuracy, comprehensiveness and not neglecting any aspect of news stories are among the basic criteria for interpretive materials with high credibility.

CREDIBILITY

Tafnied believes that “objectivity” is a concept that emerged as a reaction to the sensational style of producing journalistic materials, and topics subjected to a certain opinion.

Tafnied defines the concept of “objectivity” by addressing and verifying events in a balanced manner and without bias or intimidation.

Tafnied adopts objective ways in the material published through its pages, the Foundation urges its journalists to make strenuous efforts to achieve integrity in their subjects by not writing about one side or from one point of view, as well as verifying the validity and truth of the facts.

In this context, Tafnied adopts several general rules for the investigation of objectivity and professionalism, including:

Avoid making the reader feels any kind of dictatorial practices on opinions in the published material, as well as ensure that equal spaces are made available for different narratives, and ensure that the reader feels that “refutation” answers his questions.

The obligation not to publish distorted or truncated facts, not to interpret or fabricate them dishonestly, to investigate accuracy in documenting information, to attribute statements and actions to known sources, and to correct every error in the publishing of information immediately upon the truth has been revealed, the right of reply and correction is guaranteed, with no further response or correction exceeding the limits of the topic.

Respect the right of other institutions when quoting and copying from them, and attributing information and materials to them.

OBJECTIVITY

WORK METHODOLOGY

  • Tafnied focuses on verifying statements and declarations issued by the various authorities (executive, regulatory/legislative- judicial), so we follow up on a daily basis on everything that comes out of these three authorities through their official platforms or through various media platforms.
  • Tafniedis concerned with verifying statements and declarations of public interest.
  • Tafniedis concerned with verifying statements and declarations that affect the work of large or specialized sectors of the public (general public – journalists and media professionals – researchers, academics, economists and businessmen – civil society institutions – ….).

How do we choose the issues to verify?

HOW DO WE VERIFY OFFICIAL STATEMENTS AND DECLARATIONS?

  • We follow official statements and declarations that raise suspicion among the public.
  • We search for original sources and similar statements.
  • We Break down statements into a set of key information.
  • We Break down each piece of information into a set of data and numbers.
  • We investigate the accuracy of data and numbers, the integrity of the information structure, and its context.
  • We compare data and statements with relevant data and official and specialized statistics.
  • We refute the statements and declarations to prove their accuracy.
  • In the verification process, we rely on Egyptian and international open sources of information.

WHAT OPEN SOURCES OF INFORMATION DO WE RELY ON?

  1. There are many types of open sources of information, each source from which information can be obtained in a publicly available manner, such as:
  2. * Public data, such as government reports.
  3. * Official data, such as budgets and demographics.
  4. * Hearings, legislative debates, and press conferences.
  5. * Scientific and professional conferences and seminars.
  6. * Academic papers, scientific journals, theses and experts.
  7. * Business data and economic statistics.
  8. * Read, audio, and visual media.
  9.

We do not rely on anonymous sources at all in the verification processes, and we must rely entirely on declared sources, with the exception of in-depth and investigative investigations that work to uncover corruption, during which anonymous sources can be used (hide the name of the source) if the merit condition is met (that he is worthy of obtaining the information ), and entitlement (that the source deserves to have his name hidden due to the possibility of subjecting him to subjective damage after exposing corruption), provided that the editor is obligated to obtain sufficient evidence to prove the information provided by the source and to submit it in full to the editorial management and judicial authorities in accordance with the regulating laws.

CLASSIFICATION OF MATERIALS

TRUE

If the statement is indeed correct, but there is a state of public suspicion.

Incorrect

That is, the claim is completely incorrect.

INACCURATE

hat is, most of the statement is correct but has some inaccurate information such as inaccuracies in numbers, order, descriptions, symbols, etc. ...

CONFLICTING

If a statement is made, it has been preceded by statements different from the information from the same person or other official and we have not been able to decide which one is correct.

MISLEADING

In the event of a deceptive statement aimed at misleading public opinion, escaping political responsibility, or claiming an achievement other than the truth.

THRILLER

If a statement is issued with the aim of media show, the statement or declaration information may be correct but has been used in a spatial or temporal context for the purpose of media thrill.

SELECTIVE

In the case of announcing a set of data and hiding another set on a topic, with the aim of showing the positive aspect and hiding the negative ones, or concealing part of the truth with the aim of manipulating the public.

QUESTIONABLE

If the statement or declaration contains information that is difficult to achieve on the ground, such as a significant increase in percentages and figures that is inconsistent with the temporal and objective context, with the absence of complete data proving that information is wrong.

Tafnied” has developed a professional balance of verification rules, which has worked to develop over the past months, through experience gained through practice and learning from mistakes, which we summarize in a set of rules:

TAFNEED BALANCE

SOURCES

  • * If the declaration is quoted from a statement, the original text of the statement should be searched on the official platforms of government agencies and bodies.
  • * If it is not possible to obtain the declaration from the first source, it shall not be considered unless it matches two secondary sources of credibility and merit.
  • * We always rely on the original source of the claim as well as the refutation (the first source).
  • * The circulating statements, citing a television interview, we are working to access the video and transcribe the original text of the statement and verify it.

WEIGHTING

  • but only by obtaining the closing account of the last fiscal year’s budget, and calculating the difference between protection allocations in the closing account against the proposed draft budget).
  • * Indicators do not negate each other, for example: (The Government’s announcement that it has a specific ranking in the quality of education according to one indicator, must be verified using the same indicator announced by the Government and not another one unless the Government’s choice of the indicator is selective and can be refuted by more than one indicator announcing a different ranking).
  • * International indicators based on official government information does not negate local official indicators, for example: (The World Bank’s assessment of the size of inflation in Egyptian commodity prices does not negate the central agency for Public Mobilization and Statistics’ assessment of the size of inflation, as well as the United Nations’ determination of the youth age, does not negate the central agency for Public Mobilization and Statistics’ determination of the youth age in Egypt and therefore the proportion of youth in the total population).
  • * Official state information sources are more credible and more likely than the statements and statements of officials, for example (the Bulletin of the Central Authority for Public Mobilization and Statistics on the number of employed and the unemployed in a specific period of time is more likely and credible than the statements of officials about the same period of time).
  • * Competent specialists are more likely than executives and regulators, for example (reports by specialized bodies of the Ministry of Agriculture on the extent of losses of any agricultural commodity over a specified period of time are more likely and credible than statements by parliamentarians and closely related executives about the same period of time).
  • * The official responsible source is more likely than the official source closely related, or relevant.
  • * The materials of denial must match the temporal, spatial, and objective framework of the claim, for example: (A Statement issued by the Ministry of Finance on the rate of increase in social protection allocations in the new fiscal year’s budget compared to last fiscal year, the rate of increase cannot be denied based on the statements of officials,
